QHSE Manager

The QHSE Manager will lead and manage the Quality, Health, Safety and Environment function, ensuring full compliance with international client requirements, industry standards, and the company's internal QHSE policies. The role requires a strong, credible representative capable of engaging directly with international clients and demonstrating a proven track record of QHSE achievements, particularly in the development and implementation of HSE procedures.

Job Purpose

The QHSE Manager is responsible for leading the company’s Quality, Health, Safety, and Environment (QHSE) function, ensuring full compliance with international standards, client requirements, and internal management systems. This role requires a highly experienced and credible professional with strong leadership and managerial capabilities, a proven record of developing and implementing HSE management systems, and the ability to confidently represent the company before international clients.

The successful candidate must have demonstrated experience managing QHSE teams and driving continuous improvement across complex oil & gas operations.

Key Responsibilities

  • Lead, develop, implement, and continuously improve the company’s Quality, Health, Safety, and Environment Management System (QHSE-MS) in accordance with ISO 9001, ISO 14001, ISO 45001, client requirements, and applicable regulatory standards.

  • Serve as the primary QHSE representative for international clients, demonstrating the company’s commitment to operational excellence, quality, and safety.

  • Develop, review, and maintain HSE policies, procedures, risk assessments, method statements, and safe systems of work, ensuring they are effectively implemented across all operations.

  • Ensure compliance with local legislation, international standards, and client-specific HSE requirements through regular monitoring, inspections, and audits.

  • Lead incident investigations, root cause analyses, and the implementation of effective corrective and preventive actions.

  • Manage, mentor, and develop the QHSE team, providing leadership, performance management, coaching, and technical guidance to supervisors, advisors, and trainees.

  • Establish and monitor QHSE KPIs, prepare performance reports, and present findings to senior management and clients.

  • Plan, coordinate, and lead internal and external audits, management reviews, and client inspections.

  • Support tendering activities, prequalification submissions, and client audits by ensuring documentation and operational readiness meet international expectations.

  • Promote a proactive safety culture through visible leadership, training initiatives, workforce engagement, and continuous improvement programs.

  • Collaborate with operational departments to integrate QHSE requirements into daily activities and project execution.

Qualifications & Experience

  • Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.

  • Minimum 7–10 years of QHSE experience, including proven managerial experience leading QHSE teams within the oil & gas or oilfield services industry.

  • Demonstrated experience working with international clients and complying with their HSE management systems, standards, and expectations.

  • Proven, verifiable track record of developing, implementing, and continuously improving HSE procedures and management systems.

  • Strong experience in leading audits, incident investigations, risk management, and regulatory compliance.

  • NEBOSH Diploma, NEBOSH IGC, IOSH Managing Safely, or equivalent internationally recognized HSE qualifications are highly desirable.

  • Excellent leadership, people management, and decision-making skills with the ability to influence stakeholders at all organizational levels.

  • Excellent written and verbal communication skills in English; Arabic is an advantage.

  • Willingness to work on a rotational schedule as required by business operations.
