Job: Project Completion Lead Engineer

Reports Directly To: Project Commissioning Manager

Reports Functionally To: OPF HQ OI Commissioning SME

Key Responsibilities

• Lead and supervise the project handover process and implement the Project Completions and Commissioning Management System (CCMS).
• Ensure completions management system databases are up to date.
• Ensure CCMS change management processes are implemented.

• Project KPIs (On Time, On Budget, Quality, HSE)
• Completion planning and progress reporting
• Handover milestones
• CCMS database integrity

Duties

• Collate System/Sub-system Boundary Markups from Discipline Superintendents and Lead Engineers using the latest IFC drawings.
• Coordinate entry of tag data into the CCMS database.
• Ensure all ITRs, drawings, certificates, and OTPs are uploaded and correctly assigned to tags or sub-systems.
• Specify and compile handover dossiers.
• Ensure handovers (MC, RFC, RFSU) remain on schedule by implementing a 3-week lookahead process.
• Ensure all sub-systems are sufficiently completed before accepting Ready for Inspection (RFI) notifications.
• Maintain up-to-date Master Red Line Drawings for each project phase.
• Coordinate Mechanical Completion walkdowns with Construction, QC, Commissioning, and Operations teams and capture results in the database.
• Ensure all relevant documents (ITRs, OTPs, Punch Lists, etc.) are signed off promptly and included in the relevant dossiers.
• Ensure Pre-Startup Safety Review (PSSR) actions related to system completion documentation are logged and closed to achieve RFSU milestones.
• Compile the Final Handover documentation list and ensure all documents are marked As-Built.
• Generate system and sub-system completion reports and periodically share them with the Commissioning Manager.
• Update punch list status and generate discipline-wise and system-wise punch list reports.

Experience Required

• 10–15 years of experience.
• Engineering Graduate or Diploma holder with a minimum of 10–15 years of experience in:
  • Project completion system implementation
  • Database management
• Expertise in:
  • CCMS applications
  • Microsoft Office
  • Document Control Systems
  • Completions Database / CCMS-Maximo
  • Document Control Procedures and Systems
  • Project LCI Management
  • Interfacing with Engineering Teams for CCMS database setup
  • Smart Engineering Tools (where applicable)
