PF Project HSE Manager / HSE Lead (Construction_Commissioning)

The PF Project HSE Manager is responsible for advising and supporting line management to ensure that the protection of health, safety, security and environment (HSE) remains an integral part of the business, and equal in priority to production and profitability. The Location HSE Manager serves as role model in applying HSE policies and standards. Head of the HSE support Function across all Business Lines, managing shared Offices/Bases, driving corporate HSE initiatives and targets (KPIs/KPOs, Audits). Drives HSE local regulatory compliance assurance, investigating High Potential incidents / reported risks.

Objectives

  • The PF Project HSE Manager is responsible for advising and supporting line management to ensure that the protection of health, safety, security and environment (HSE) remains an integral part of the business, and equal in priority to production and profitability.
  • The Location HSE Manager serves as a role model in applying HSE policies and standards.
  • Head of the HSE support Function across all Business Lines, managing shared Offices/Bases, driving corporate HSE initiatives and targets (KPIs/KPOs, Audits, etc.).
  • Drives HSE local regulatory compliance assurance (responsible within shared services including Health, Driving, etc.), coordinating with Business Lines HSE specificities (SESS, OI), investigate High Potential incidents / reported risks.

Activities

HSE Shared / Support Services

  • Develop managers’ awareness and ensure HSE principles are an integral part of line management responsibilities and objectives.
  • Develop a competent and motivated HSE organization. Participate in recruiting HSE personnel.
  • Provide HSE training to personnel, including contractors, to meet organizational needs and requirements for minimum and job-related training. Liaise with training centers to ensure up-to-date training packages.
  • Develop and maintain a high level of awareness and involvement among personnel through prevention and reporting of nonconformances.
  • Keep abreast of new documentation and training material related to HSE and inform management accordingly.
  • Implement and improve the HSE Management System.
  • Liaise with customers, contractors and agencies regarding HSE.
  • Define HSE metrics and maintain records; conduct management review meetings to assess effectiveness of the HSE Management System and identify improvements.
  • Advise management on compliance of local HSE programs with local and national regulations in the GeoUnit.
  • Implement Environmental Management in the Location / Project.
  • Lead the HSE audit program and verify compliance using checklists.
  • Regularly review QUEST to identify HSE trends and coordinate necessary actions.
  • Comply with OPF PTW Guidelines / Electrical Safety Guidelines, Local / Regulatory HSE requirements as defined in the risk control matrix.

Coordination with Business Lines HSE, SESS, OI Teams

  • Assist management in Project activities and support functions to reduce accidents year on year toward zero accidents.
  • Identify and manage Project HSE risks; ensure HARC/JSA are periodically reviewed and updated.
  • Issue notifications, investigate and follow up on accidents and nonconformances, and participate in investigations of major failures and accidents. Advise management on corrective actions required.
  • Act as subject matter expert for HSE and ensure best practices, lessons learned and alerts are distributed via InTouch and that HSE documentation is readily available on site.
  • Define Project HSE objectives and prepare the HSE plan aligned with corporate HSE objectives, IOGP, Client standards, policies and procedures.

Prior Experience / Expertise Required

Experience

  • 12 years industry experience
  • Prior experience in HSE Management
  • Practical experience identifying and controlling HSE issues on construction, operation and maintenance sites within Oil & Gas or similar industries.
  • Experience in HSE reporting procedures and familiarity with safety hazards in construction, operation and maintenance activities.
  • Ability to carry out regular inspections of work areas with supervisors and clients and prepare reports.
  • Strong written and verbal communication skills with managers, peers and clients.
  • NEBOSH certification is mandatory.
