Position Title : Project Finance Advisor
Maintain profile as Lead Finance in areas of responsibility (AOR) providing Finance challenge and support as per FiP Roles & Responsibilities and driving cost management and compliance. Be the first point of call for all Finance-related matters in projects, including identifying value opportunities and risks in investment proposals, and leverage other Finance and the company departments as required.
Promote budget transparency & ownership across the business, advising management of any threats or deviations to plan and recommend/monitor remedial actions. Ensure the business control environment adhered to and operational, contractual & budgetary controls are in place, as well as financial controls & controls associated with the Requisition to Pay process. Ensure the procedures and controls are understood and embedded within project team in AOR.
Accountable for quality and timely Financial Management information (including Value Of Work Done, Commitments & Latest Estimates) and Project Cost reporting. Ensure quality Project Accounting & Financial Control, which covers areas such as input to partner reporting, project accounting, financial accounting and reporting, commitment control, change control Procedures, Variations/Claims.
Support contract set-up and establishment of project control structure for AOR. Be the main interface, pre- and post-award, between Treasury and vendors contracted within AOR on payment considerations, including discussions on special payment terms and financing offers. Build comprehensive understanding of contracts to effectively protect contractual financial value
Actively support the company integration and FiP more specifically – collaborate effectively with team members, take a leading role in FiP growth through standardization, simplification and improvement of work processes to ensure quality finance support to the project portfolio.
Provide Finance input and support for projects to ensure value growth in line with business strategy and goals.
Skills & Requirements
English Language: Good English language skills is a prerequisite. Rosetta Stone is the Group supported language tool which will be available to the successful candidates.
Need to be flexible, adaptable and responsive to changing business environment. Also need to know when and how to effectively take firm positions.
Ability to work effectively with diverse cross-cultural, multidiscipline teams from all levels of the organization.
Prior experience in Project Accounting or in other strong business-facing roles is an advantage. Particular experience operating in non-OECD countries is also welcome.
Clear evidence of the ability to communicate with and influence senior leaders, peers and staff will be sought. Candidates will also need to demonstrate the ability to work with and influence external parties such a Joint Venture partners, JV auditors, contractor third parties and staff with non-finance backgrounds.
Strong computer and ERP systems skills particularly with proven ability to take financial data and use it to produce clear, simple, explanatory reports for non-financial staff
Prior experience of working in upstream/midstream hydrocarbon projects

5 years relevant experience in business facing finance roles
Finance qualification: ACCA, CIMA or equivalent

Managing the Project Finance Advisor role within a fast-changing project landscape. While a large project development plan has been approved, it will be managed (slowed down/accelerated/altered) continuously in view of Company funding capacity and changing priorities and will require adaptability and resilience.
Balancing Project team desire for full and fast project delivery with the need to control commitments and ensure projects are delivered on a schedule and at a cost that earns the identified value to the venture. Be the first filter to decide which project activities need to be prioritized in a finance-constrained environment.
Adapt to and deliver in the context of a Shell non-operated venture where part of the standard Shell environment has been transferred to what is effectively a merger of Shell business with the State Company environment within Iraq. The role is fully based within the business in Basrah and there will be culture and language challenges in the broader venture to embrace.
Effective communication and relationship management is critical. Individual should promote the development of a strong cost and commitment management ethos, fully integrate in the relevant project team and support close integration of information and controls with Project Services and CP.
