Minimum Qualifications

·         University degree in science, engineering or related field

·         B.Sc. or equivalent

Minimum Experience

5-10  years relevant experience

Professional Skills

·         Process Safety, HEMP, demonstration of managing risks to ALARP, physical effects modeling, QRA, development of Design and Operations HSE Cases

·         Knowledge of Industry and HSSE processes

·         Proven problem-solving capability and experience in leading risk-based discussion

·         Ideally the candidate will have Business / Technology specific competencies in Fire Safety, Layout, Consequence Modelling and QRA with expertise in use of FRED and SHEPHERD and other HEMP tools and technique for Major Hazards Assessment

·         Ability to manage multiple functions

·         The ability to network effectively with a wide range of people at all levels in the organization

·         Good interpersonal skills in order to represent the Project in external forums and on engagements with external stakeholders.

·         Understanding of risk management processes

·         Excellent communication and facilitation skills. 

·         Knowledge of English language skills will be considered an advantage for this role.

* Main Responsibilities

·         Act as a key interface of HSE to the rest of the COMPANY organization

·         Provide Technical and Process Safety support to the operating assets and portfolio of projects being developed on behalf of the Company

·         Act as TA3 for TSE with the potential for movement into the TA2 role once experience and competency is demonstrated 

·         Provide expertise, support and have the capability to lead HAZID, HAZOP, Bow Tie, and other HEMP related safety studies applying and demonstrating the ALARP concept

·         Provide support to the development of operational risk-based studies including SIMOPs and constructability studies

·         Provide independent Process Safety assurance of COMPANY activities

·         Deliver against the Process Safety Requirements relating to TSE including Process Safety Reviews, DEM1 , DEM 2, ER

·         Support initiatives and improvements to achieve, maintain and improve on minimum industry standards

·         Provide qualitative and quantitative HSE risk assessment expertise

Policies and Procedures:

Contributes to the development of HSSE guidelines, processes and procedures, covering; Operations, Engineering, Construction, Project Development, Brownfield Projects Execution, Greenfield Projects Execution and Project Services.

Management:

The key accountabilities of the Technical Safety Engineer include:

·         Integration of TSE in COMPANY operational assets and with Project Offices/contractor teams

·         Managing Engineering Contractors, Technical Safety Engineering Consultants and interface with key HSE stakeholders

·         Analysis and assessment of legacy and cumulative HSE risks associated with the COMPANY operations and new projects

·         Provide Hazards and Effects Management Process (HEMP) leadership on technical and process safety issues ensuring appropriate risk based decisions are made

·         Making hands-on, pragmatic decisions, providing advice and guidance to operating assets as well as projects on appropriate levels of HEMP to be applied

·         Participation in Layout, P&ID, HAZID, HAZOP and SIL reviews; Leading HAZID, HAZOP, Bowtie workshops , SIMOPs, What If Studies 

·         Provide appropriate levels of assurance and support to operations/projects Provide specialist support where required to the implementation of the various risk management and mitigation action plans e.g. audit findings, business improvement plans

·         Author Design & Operations HSE cases, support Shutdown and Commissioning & Start-up HSE Management Plans

·         Lead the assessment of LOPC events for internal and external reporting and support investigations

·         Provide TSE input to the PSSR and SoF process

·         Provide support / lead with input to Process Safety Manual compliance and Processes relating to Managing Risk, MoC, DEM 1 and DEM 2, ER, SoF, Process Safety Reviews, LFI, PMR, Overrides 

·         Provide Technical safety support to activities including:
   - Commissioning, Start-up & Shutdown
   - Construction
   - Land & waterway transport
   - Explosive Remnants of War (ERW) clearance activities

·         Support incident investigations, audits and reviews

·         Develop and strengthen working relationships with other disciplines and asset plant managers to implement and support the management of major hazards

Stakeholder Management:

·         Work closely with Engineering Manager, Project Engineers, Development Managers/FEDMs), Project Managers, Asset Managers, discipline engineers and key HSSE points of contact within COMPANY

·         Maintain an extensive network of internal & external contacts to ensure; effective management and delivery of Process Safety and Technical Safety deliverables in support of operations and Brownfield and Greenfield development

Performance Management:

§  Drive the delivery of timely and quality Technical and Process Safety deliverables analysis to support the operating assets and Projects

Resource Management:

§  Ensures the achievement of HSSE functional goals and targets
