Job Summary:

Supports local Management in establishing and continuously improving the Quality and HSE culture within the worksite.

Relationships:

The HSE Specialist reports directly to his Line Manager and functionally to HSE Manager (GeoMarket HSE Manager or to the Location/Country/Sub-GeoMarket HSE Manager).

Essential Expectations, Responsibilities and Duties:

Understand HSE roles, support the location with supervision, fully understand company’s HSE system
 Take control of HSE operation at the location. Capable of location HSE data analysis. Be able to speak, read and write English 

Fully competent to manage HSE at the location including planning, coaching the employee and junior HSE employee

Essential Responsibilities and Duties:

1.      Develop Managers’ awareness and ensure Quality and HSE are an integral part of Line Management responsibilities and objectives.

2.      Assist Management and Support Functions in: establishing, maintaining, implementing and improving the OFS QHSE Management System; defining QHSE objectives, liaising with clients, third party subcontractors, and agencies regarding QHSE; assessing the local risks; generating local Policies, standards and procedures; preparing QHSE plans required to ensure optimum minimization of the above and compliance to policies, standards and procedures; implementing the plans; setting up the controls required to verify and ensure proper implementation and maintaining related records.

  1. Conduct Management review meetings to assess the effectiveness of the QHSE Management System and identify required improvements.
  2. Advise Management on corrective actions required.
  3. Co-ordinate and actively participate in the screening and training of all personnel, including subcontractors.
  4. Keep abreast of any new development or policy related to QHSE and inform management accordingly.
  5. Ensure that the relevant HSE documentation is readily available on the site.
  6. Advise Management on the compliance of the local HSE program with all local and national regulations of the host country.
  7. Participate in liaising with third party subcontractors, clients and local agencies regarding HSE.
  8. Actively follow-up on QHSE related subjects and participate in Quality and HSE audits and investigations of major failures and accidents.
  9. Develop and maintain a high level of awareness among all personnel through communications, training, and active personal involvement of employees in Quality and HSE through prevention and reporting of nonconformities.
  10. Recommend changes to the HSE program.
  11. Regular Quest reviews to ensure the logged data is correct and up to date. 
  12. To analyze HSE trends for the location.

Previous Experience and Competencies:


– Minimum of 5 years experience
– HSE recognized as strength by peer and manager
– Good communication skills
– Basic computer skills
– English
– Occupational health & safety
 – Environmental science/management

Competencies to be kept current:

HSE Professional training / Completion of the NEBOSH International Certificate (or equivalent)
